These were supposed to have been turned in for greenbacks long ago. You can no longer exchange this certificate for US dollars - the Treasury Department is exempt from honoring it because of the time lag.
As such, the value of this note is determined entirely as a collection piece, and hence is fully determinable by market value alone, ie what a collector is willing to pay for it.
You can attempt to auction it off on Ebay, although you may fetch a superior price at a museum.

I have a 1935 Silver Certificate (The ink is blue i don't know if that makes a difference or not) in Good condition (Folded but no rips or tears, or any sort of stains) Also the bill is signed by several military personnel from around 1940-1950) I'm not sure if there is anyone famous or not ( i highly doubt it) I'm curious as to whether or not this helps the price or drops it

You can check this out at a library,as they have coin& paper money value books. Fold marks tend to decrease values. It may depend on the names on it. If a collector would be interested then the value would be up,but usually writing would decrease the value! Go to we buyoldcurrency.com. Looks like youy may get an idea there.

The series 1935G silver certificate sells for in grade very fine, in grade extra fine and in crisp uncirculated. Dealers pay at least 40% less.
